Wais Payab

Wais Payab, and Afghan National, is currently working as the Director of Technology and Innovation at the Ministry of Communication and IT (MCIT), since 2009. At the present he is working towards the development of the ICT Industry of Afghanistan, and laying the foundations of the Research & Development and Innovation within the country. He has been involved in various projects that are considered as the corner-stone for the IT driven developments of the country, for instance, the Electronic ID Card project, the Mobile Governance Project, the Kabul City Addressing System project, the implementation of the first ever Afghanistan National Data Center, and various other activities towards the adaption of Science, Technology and Innovation (STI) in the country. He is the Editor and Chief of the first ever IT newspaper of the country (Tech-Times Afghanistan), published in English, Pashto and Dari.

Thus, he is playing his part towards road-mapping the socio-economic development of the country through the effective implementation of IT and STI across the country.

Prior to Joining MCIT he served as Data Analyst with the Urban Age program in London, UK, where he was responsible for the graphical data analysis of various aspects of the urban cities from 2007-2009. Before moving to UK he worked for the UN spokesperson office in Kabul. He started his professional career in 2004 by working as Software Engineer in one of the leading Mobile Network Operators (Roshan), where he contributed to various key applications developments and led the technical department.

Mr. Payab did his primary and secondary education in Pakistan. He has earned the Bachelor’s degree in Software Engineering from International Islamic University, Islamabad, Pakistan in 2004 and has earned his Maters in System Analysis and Technology and Innovation Management at the London School of Economics - LSE, London in
